FERPA is the statue that addresses access to student records and student privacy. FERPA protections are part of IDEA


§504 of the Rehabilitation Act of 1973 - Implementing Regulations (59 pages)

Section 504 of the Rehabilitation Act of 1973

Students that are IDEA eligible are also protected as “disabled” persons under §504. Other students who have a disability that significantly impacts a life function such as learning, but do not need (or qualify) for special education service may only be eligible under §504.
